AAA-CPA PA/DE Valley Chapter Meeting The Future of Pandemic Fraud Prosecution

Program Description On March 27, 2020 the Coronavirus Aid, Recovery and Economic Security Act (CARES Act) became law. P.L. 116-136 (March 27, 2020). The Small Business Administration (SBA) moved quickly under challenging circumstances to develop and launch pandemic relief programs to help small businesses. These programs, including the Paycheck Protection Program (PPP) and COVID-19 Economic Injury Disaster Loan (COVID-19 EIDL), totaled over $1 trillion and assisted more than 10 million small businesses.
This program will give an overview of the SBA’s pandemic relief program and it employed data analytics to enhance fraud prevention and detection.
Learning Objectives This program will also give an overview of the Pandemic Response Accountability Committee (PRAC). The Cares Act created PRAC to “promote transparency and conduct and support oversight of covered funds and the Coronavirus response to
1) prevent and detect fraud, waste, abuse, and mismanagement; and
2) mitigate major risks and cut across program and agency boundaries.”
Through improved government sharing and control PRAC has strengthened SBA’s enforcement tools and mechanisms used to detect and prosecute covid fraud.
Education This program offers 1.0 CPE credit and should offer 1.0 (M)CLE credit in Pennsylvania only. (M)CLE credit for other states may be permitted via self-reporting.
AAA-CPA will only report education credit to the state bars of dues-paid members; any state reporting fees will be the responsibility of the member.
